Description
Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation trusts. We provide a full range of hospital and community services for people in south London and as well as specialist care for patients from further afield including cancer, renal, orthopaedic, respiratory and cardiovascular services.
Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital.
Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions.
Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.
In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Our merger provides a once in a generation opportunity to build a lasting, world-renowned heart and lung centre, providing the highest quality care for patients and conducting world-leading research.

Job overview
The post holder will be the trust lead for the management of data quality from clinical systems for the use in management and contractual reporting. Following the deployment of the Epic EHR, jointly with King's College Hospital NHS Foundation Trust (KCH) in October 2023, the post holder to work with a wide range stakeholder in contract management, Information and application management roles to ensure that the trusts post deployment data and activity information is understood and is recorded and reported consistently with local and national rules and guidance.

Leading a small team, the post holder will also assure that trust data reported in national and local analytical products, submissions and benchmarks aligns with the trusts internal view of activity and performance.
The post-holder will play a leading role in the development of the Data Quality Strategy and the subsequent implementation and delivery of robust and reliable data flows to support the reporting needs of the organisation.

Detailed job description and main responsibilities
1. Job Summary
The post holder will be the trust lead for the management of data quality from clinical systems for the use in management and contractual reporting. Following the deployment of the Epic EHR, jointly with King's College Hospital NHS Foundation Trust (KCH) in October 2023, the post holder to work with a wide range stakeholder in contract management, Information and application management roles to ensure that the trusts post deployment data and activity information is understood and is recorded and reported consistently with local and national rules and guidance.
Leading a small team, the post holder will also assure that trust data reported in national and local analytical products, submissions and benchmarks aligns with the trusts internal view of activity and performance.
The post-holder will play a leading role in the development of the Data Quality Strategy and the subsequent implementation and delivery of robust and reliable data flows to support the reporting needs of the organisation.
In order to fulfil this challenge, the post-holder requires a strong technical, organisational and problem-solving skill set, will be an experienced manager and will lead on key information and data quality development projects. The post-holder must be able to communicate sometimes highly complex issues to a wide-range of audiences, be able to draw conclusions from analysis undertaken and guide people to make sound decisions based on the results.

3. Duties and Responsibilities
Data Quality management & Information Management
· Lead on the monitoring and management of data quality as recorded in clinical systems for its use in operational and contract reporting.
· Trust lead for strategic information working with application and information leads to ensure the trust has strong information structures in place, such as hierarchies and coding structures, and that these structures meet national and local standards and best practice.
· Lead on the review and management of data quality for Commissioning Data Sets (CDS) and will be the GST chair for the Joint GSTT/KCH CDS Assurance group.
· Review externally published reports from NHSE and other bodies, on trust submitted data to ensure these accurately reflect the trusts expected activity and performance position.
· Ensure performance & activity information submissions are consistent with those of other South East London and wider provider organisations.
· Develop a KPI reporting framework to monitor and manage key areas of data quality allowing for upward reporting through trust committees.
· Work with application teams and system supplies to understand the impact of front-end work flow changes on data quality and the trusts activity position.
· Represent the Health Informatics Department at GSTT and Joint GSTT/ KCH activity recording panel meetings and contracting forums with commissioners and risk committees.
· Support the development of regional and national polices and guidance relating to activity, data quality and contract management.
· Plan and implement appropriate evaluation and audit of projects across sites and organisations.
Financial management
· Monitor the trust activity reported via CDS and contracting flows and support the understanding of impact to the trusts financial position.
· Support the management of contracts, and provision of contacting, activity and data quality information.
· Manage complex recharging arrangements across multiple organisations.
· Manage a delegated budget for own area of work to ensure best value for money, including signing off invoices, monitoring expenditure and providing budgetary reports.
Staff and stakeholder management
· Proactively monitor progress to ensure the work of the team is managed in line with the Trust’s Values, Standing Financial Instructions, project management processes, and in compliance with appropriate legislation, statutory approvals and mandatory standards.
· Manage engagement plans to ensure that positive and effective relations are developed and maintained between members of the team, all clients and key internal and external stakeholders.
· Manage strategies to achieve acceptance, consensus and alignment of views, both formally and informally from senior managers and clinicians, and with colleagues from other NHS organisations.
· Use negotiation, persuasion and motivational skills to gain support for Trust programmes across the breadth of stakeholders, including commissioners, patients and providers.
· Ensure that delivery plans are developed and regularly updated for all projects. Ensure effective communication with all stakeholders.
· Ensure that satisfactory systems are in place to maintain effective communication within the department and trust management teams.
· Provide full line management and leadership to the data quality team, assigning responsibility for individual projects, providing day to day technical support and balancing the workloads of individual team.
· Work in a matrix management style and foster close working relations with other stakeholders across other GSTT teams and colleagues from other organisations.
· Provide support and guidance to team members on all aspects of data quality management, including technical areas. Ensure that lessons learned are addressed and taken forward.
Strategy, change and service improvement
· Manage the development of a trust data quality strategy including research and development to identify, develop and promote best practice.
· Ensure infrastructure in place to test and review new concepts, models, methods, practices, products and equipment.
· Regular horizon scanning of best practice and ways of working across the sector and national teams.
Personal Development
· Maintain up to date knowledge of a range of skills including service improvement techniques and be responsible for developing and maintaining own CPD programme.
Research and Development
· Undertake primary and secondary research, audits and evaluations as required.
