St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. The PMO function aims to support our internal teams to deliver their project and procurement activity as effectively as possible. This role will play a key part in providing oversight and governance to the whole organisation, in addition to improving how we operate. We are striving to develop and embed best practice for project and programme management across the organisation. Experience of delivering projects as well as experience of managing senior stakeholders is essential. Working within a Programme Management Office is desirable. There is scope to provide consultancy services to external NHS organisations and the role also involves promotion of the PMO and project management offer. You will work as part of a team and be fully supported, however the individual in this role must be comfortable in delivering projects and programmes independently. Main duties of the job This role is key to Leading the development of NHS LPP’s Programme Management Office strategy, through leading on the delivery key projects from start to finish. The role will contribute to project planning, project start-up and delivery; promoting an understanding of the PMO’s vision and championing this through professional discipline and project management. The role will be responsible for the full project life cycle and project budget for the duration of time they are allocated to a given project and as flexible and adaptive project manager, you will be expected to lead on multiple projects at any given time. Working for our organisation Please note that as an organisation NHS LPP has been hosted by Guy’s & St Thomas’ (GSTT) NHS Foundation Trust since 2012 and provides the legal framework and supporting services under which NHS LPP operates. However, NHS LPP is a membership organisation funded and governed by its members and not GSTT. NHS LPP staff are employed by GSTT. NHS LPP develops and manages collaborative procurement projects on behalf of its members including acute, community and mental health trusts, as well as CCGs. NHS LPP has a number of members outside of London. This role requires the postholder to manage collaborative procurement within the normal NHS membership but also working with other public sector bodies, advising and managing their procurement processes to deliver benefit to the wider public sector. The organisation will continue to develop as a centre of commercial excellence that delivers significant and sustainable cost and service improvements to all stakeholders primarily in the London NHS economy but also outside London. Detailed job description and main responsibilities Lead on the delivery of internal or external projects, using appropriate project management framework, processes and tools Manage engagement plans to proactively ensure that positive and effective relations are developed and maintained between members of the team, all clients and key internal and external stakeholders throughout all projects and programmes Design, facilitate and effectively lead project management meetings with stakeholders; ensuring breadth in participation and a focus on action planning Lead the PMO strategy to ensure project framework is in place to test and review new concepts, models, methods, practices, products and equipment Develop and maintain an approach to ensure oversight of progress, risks and dependencies for all projects and programmes across the organisation Drive consistent, high-quality reporting and analysis of information to support effective and timely decision making for all projects and programmes across the organisation Person specification Qualifications Essential criteria Educated to masters level or equivalent knowledge, skills and experience Formal qualification in Project management (PRINCE 2) to practitioner level or equivalent. Evidence of recent Continuing Professional Development Formal qualification in CIPS procurement or equivalent Experience Essential criteria Evidence of managing successful project and / or operational improvement Project management experience in managing complex services including design, development, implementation and management of change in a multiple stakeholder environment Experience of managing or working with Finance Business partner or team manage complex budgets from a range of income sources and demonstrable evidence of individual, team, financial, process and change management Experience of working on national and regional strategic programmes, working with complex risk and issues as well as dealing with senior stakeholders Desirable criteria Knowledge and understanding of the changing NHS environment, strategy Skills Essential criteria Extensive knowledge of operations and / or project management methodologies and techniques Excellent understanding and track record of successful change and project management Highly effective people and project management skills Work flexibly, prioritise workloads and resource them in response to changing demands and requirements Excellent management skills including motivating and coaching staff.
