St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview The Technical Assurance and Compliance team is looking for a highly motivated Health and Safety Compliance Officer to join their team on secondment for 6 months. The post holder will use their skills, knowledge and experience to provide advice on all aspects of health and safety in line with the Health and Safety at Work etc Act 1974 to enable the Trust to act within relevant legal policy frameworks to meet the statutory obligations required by UK and EU law. Main duties of the job The main duties will include: undertaking detailed safety audits, writing up results and following up on actions. Providing advice and supporting colleagues all aspects of health and safety in line with the Health and Safety at Work etc Act 1974 and its associated regulations. Supporting the documenting of suitable and sufficient risk assessments which are approved, accessible on SharePoint and audited. Facilitate, monitor and accurately report on key aspects of health and safety compliance within Essentia, which will include areas such as a) safety audits and Inspections, b) risk assessments, c) incidents/near misses, d) complaints/concerns, e) training, f) root cause analysis (RCA) investigations g) tool box talks/safety messages Planning and organising events such as, the Essentia Health and Safety Champions monthly workshops, the Essentia Stay Safe events and for ensuring that our Health and Safety pages on GTi are kept up to date. Effectively utilising and researching IT software and programmes available to enhance performance reporting e.g. Microsoft office, SharePoint and MS Teams, one note etc Using effective written and verbal communication to promote positive engagement on all health and safety matters across all levels of staff. The scope of our roles is quite wide which means that we engage with many of the teams from within Essentia but also across the wider Trust, often traveling across sites at short notice to provide support and advice to our colleagues. Detailed job description and main responsibilities Technical and Information Management To assist in the planning health and safety audit programmes and site safety inspections to ensure areas are subject to routine, robust and regular checks in line with the legal requirements and standards. To assist and support the implementation and review of safety management systems across Essentia and Trust, as required. To carry out internal safety audits across Essentia to demonstrate Trust compliance with the Health and Safety at Work Act 1974 and The Management of Health and Safety at Work Regulations. To manage sensitive information and/or data to produce and maintain accurate records and to raise incidents, near misses and observations which are identified as a result of the internal and external audit process. To assist and provide guidance to the Essentia departmental teams on the production of suitable and sufficient risk assessments (e.g. workplace, COSHH, tasks), to support their formal approval and make accessible to staff via the SharePoint library. To develop and maintain an Essentia Tool Box Talks library on SharePoint which covers all safety messages which are needed across the scope of Essentia Services. This will include carrying out research and accurately documenting the safety information onto an approved template. To assist with all aspects of the management and organisation of the Essentia Health and Safety Champions by supporting all staffing groups in developing positive safety cultures and continued staff engagement. To attend management meetings to present safety audit, inspection and investigation reports. Responsible for the timely and accurate inputting of information on the Trust Incident Reporting system that relates to Essentia services, staff and contractors. Responsible for tracking and maintaining accurate and up to date information, files and records of formal incidents, accidents and serious investigations relating to Essentia, in line with Trust, local and departmental procedures. Responsible for the collation of responses to health and safety information requests. For tracking and maintaining accurate and up to date information, spreadsheets, files and records relating to information requests. Responsible for effective and accurate communication of information and data relating to incidents, accidents and serious investigations requests to all appropriate departments and Heads of service to ensure an effectual concise and timely response in accordance with legislative, Trust, local and departmental procedures. Responsible for the production and maintenance of accurate regular monthly reports and concise records including but not limited to information requests, incidents, accidents and serious investigation reports, statutory and mandatory training. To input and manage as required, incident/accident reporting information relating to Essentia risk registers. To meet with Authorised Bodies as necessary when an external audit takes place. To attend the opening and closing meetings with external parties, as required eg. Health and Safety Executive, CQC etc. To lead the planning and promotion of the “Stay Safe” day events. To work alongside the engagement team to produce material for the Essentia Bulletin and Essentia News. General To carry out filing and maintain accurate and up to date paper and electronic records as required to maintain a full audit trail which supports the Risk and Assurance department objectives. To oversee and maintain quality documentation within the Essentia Policy SharePoint system and ensure concise and accurate version control and document history is maintained by use of the SharePoint system. Provide and assist in the provision of accurate information to be included in reports to the Trust Board and /or committees concerning the management of incidents and serious investigations carried out by Essentia. The post holder will be expected to cover for sickness/annual leave within the Department. To carry out and fulfil any duties allocated that are commensurate with the post to support the objectives of the department, Essentia and the Trust. The post holder is required to follow Trust policies and procedures which are regularly updated including but not limited to: Trust complaints, Information Security, HR policies, Infection Control, and Information Governance. To take and produce minutes and action plans that are an accurate account of meetings as required. Person specification Qualifications Essential criteria IOSH Managing Safely (level 2 Desirable criteria NEBOSH General Certificate in Occupational Health and Safety qualification (level 3) Previous experience Essential criteria Significant experience in undertaking health and safety audits of quality management systems and writing health and safety quality standards procedures. Demonstrable experience in assisting in incident investigations Experience to professionally present and lead in a formal setting such as e.g. management meetings, 1:1’s, group meetings, workshops and training sessions. Demonstrable experience in producing accurate and precise report writing for senior management use. Desirable criteria Experience auditing to ISO 45001. Skills Knowledge and ability Essential criteria Knowledge and the ability to apply the requirements of the Health and Safety at Work etc Act 1974 within the work environment Ability and skill that will enable effective verbal communication in a manner that is sensitive but concise and in an understandable manner that can be delivered to a wide range of people at all levels both internally and externally. Ability to adjust communication style to promote staff engagement and participation. Ability to professionally present information/reports, sometimes which may be sensitive, within a formal setting e.g. management meetings, 1:1’s, group meetings, workshops and training sessions.
