About the Role
The Housing Systems Team at the London Borough of Havering is known for its commitment to service, high standards, and innovation. We have successfully delivered projects that streamline and automate processes for Housing Systems users. This is an exciting time to join Housing IT as we move towards the procurement and implementation of a new Housing Management System.

We are seeking a Housing IT Project Manager to lead the Development side of our team, maintaining and driving consistent high standards and project delivery aligned with service requirements. The role is fast-paced, challenging, and results-driven, ideal for a creative and motivated individual with a strong IT background who thrives in a dynamic environment.

The Systems Development Team works closely with the Application Support Team and collaborates with colleagues across Resources, People, and Place to ensure the best outcomes for the council and Havering residents.

Reporting to the Housing IT Systems Manager, you will be responsible for system development and the introduction of new Housing IT applications to meet business needs. You will manage inter-dependencies, governance, risks, and issues, and coordinate the new capabilities required for effective change and projected benefits.

You will lead a team of three Business Analysts and one Testing & Training Coordinator, coordinating resources, work streams, and timelines for all housing systems development projects.

Main duties include:
- Creating and managing project teams to ensure successful and timely software introduction
- Facilitating workshops to gather business requirements
- Producing and regularly updating project documentation
- Collaborating with key business partners to identify and deliver software solutions
- Ensuring data integrity and management in line with GDPR and Data Protection policies
- Establishing and maintaining positive relationships with council services and third-party consultants
- Coordinating testing and training for new software, upgrades, and enhancements
- Representing the Council at software conferences and user groups
- Deputising for the Housing IT Systems Manager when required

Requirements

Experience
- Managing team workloads to deliver shared and conflicting objectives
- Project managing and delivering multi-functional software implementations
- Gathering and managing business requirements in complex environments
- Applying recognised project management processes and techniques to deliver projects on time and within scope
- Identifying, enrolling, and managing project stakeholders and team members
- Leading software development implementations including systems, integration, and user acceptance testing
- Preparing meeting agendas, chairing workshops and meetings to ensure productive outcomes
- Using project management and business tools such as MS Project, MS Excel, and MS Teams to manage and report project progress
- Strong written and spoken English skills for effective communication with internal and external stakeholders
- Strong influence and negotiation skills with the ability to present technical information to diverse audiences

Qualifications
- Formal project management qualification (practitioner level) such as PRINCE2 or AGILE is advantageous
- Knowledge of relational database architecture and ability to compose queries and reports using SQL, Microsoft SQL Server Reporting Services (SSRS), or similar tools is desirable
- Specialist knowledge of ICT systems in social housing or similar environments is an advantage
- Experience with housing management systems, specifically Open Housing, is beneficial
- Advanced Microsoft Office skills
