About the Role
As the Liveable Neighbourhoods Programme Team Manager, you will oversee a team delivering two major projects: the Holborn Liveable Neighbourhood programme and the Better, Safer Kilburn scheme. The Holborn LN programme is an ambitious £55m project aimed at transforming the area into safe, healthy, accessible, and climate-resilient streets, enhancing public spaces and supporting local businesses and attractions such as the British Museum. Currently in feasibility, it is preparing for public consultation in Summer 2026.
The Better, Safer Kilburn scheme is a £12m project focused on making the town centre safer and more attractive, improving air quality, encouraging walking and cycling, and creating a welcoming environment. Working with neighbouring boroughs Brent and Westminster, this scheme is approved for delivery and moving towards implementation.
Your role will be to programme manage these ambitious projects through to completion, leading a team of internal officers and external stakeholders. You will ensure key milestones are met, budgets are managed carefully, innovative funding sources are explored, high-quality documentation is produced for diverse audiences, and effective stakeholder and community engagement is maintained. This role is critical to delivering transformational projects in high-profile, dynamic, and diverse parts of the borough.

Experience
Strong experience in the development, consultation, and implementation of complex, multi-faceted Healthy Streets/Liveable Neighbourhood projects and programmes. Proven track record of delivering such schemes on time and within budget.
Highly skilled in project and programme management, capable of managing multiple competing projects within challenging timeframes. Experience managing large and complex budgets and resource requirements.
Excellent partnership working skills with stakeholder groups, including community groups, with the ability to build effective partnerships and respond to partners’ needs and objectives.
Experience managing diverse teams and officers, demonstrating leadership in supporting teams and consultants to deliver complex Healthy Streets/LN schemes.
Strong understanding of linking Healthy Streets/LN initiatives to wider Council priorities such as the climate emergency, air quality improvement, and renewal. Ability to work collaboratively across Council departments to meet related objectives.
