We are seeking an experienced and driven Planning and Performance Manager to join the Chief Operating Officer’s team. This high-impact role offers a broad and exciting portfolio of work with the opportunity to shape and influence operational performance across the Trust. The successful candidate will work strategically and operationally to support the delivery of COO team priorities, collaborating closely with Clinical Groups and key stakeholders to ensure achievement of performance targets and continuous improvement in patient care.
The role includes supporting the annual business planning process, aligning with national operating requirements, managing large-scale complex projects, and fostering effective partnerships to drive innovation and sustainable healthcare solutions. Main Duties
Key responsibilities include providing leadership on Trust operational performance, supporting business planning and elective recovery, developing and delivering the Trust’s Performance Framework, managing project work streams, and leading service improvement initiatives. The role involves close collaboration with clinical groups, commissioners, and internal teams to deliver efficient services and effective patient care. Financial management, staff leadership, stakeholder engagement, and risk mitigation are integral to the role.
The Planning and Performance team supports the delivery of performance and business planning, overseeing all performance-related targets and producing the monthly Integrated Quality and Performance Report (IQPR) and the Trust’s annual business plan. The team works closely with commissioners, clinical directorates, and internal stakeholders to ensure alignment and delivery of Trust objectives.

Experience
- Proven expertise in performance management within an acute healthcare setting
- Strong track record in service improvement and project/programme delivery
- Experience leading successful projects including business case preparation, service commissioning, contract negotiation, and monitoring output and outcome measures
- Extensive programme management experience in large complex organisations
- Experience managing large, multi-stranded budgets and demonstrating individual, team, financial, process and change management skills

- IT literate, competent in MS Office, particularly Excel and MS Project
Qualifications
- Relevant Masters degree, equivalent professional qualification or equivalent experience
- Evidence of recent Continuing Professional Development
- Desirable: Formal qualification in Project Management (PRINCE2 Practitioner level or equivalent)
