Description
Guy’s and St Thomas’ is among the UK’s busiest and most successful NHS foundation trusts. We provide a full range of hospital and community services for people in south London and as well as specialist care for patients from further afield including cancer, renal, orthopaedic, respiratory and cardiovascular services.
Guy’s is home to the largest dental school in Europe and a £160 million Cancer Centre opened in 2016. As part of our commitment to provide care closer to home, in 2017 we also opened a cancer centre and a kidney treatment centre at Queen Mary’s Hospital in Sidcup. St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital.
Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions.
Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients.
In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Our merger provides a once in a generation opportunity to build a lasting, world-renowned heart and lung centre, providing the highest quality care for patients and conducting world-leading research.

Job overview
The NHS London Procurement Partnership (NHS LPP) hosted by Guys and St Thomas’ NHS Foundation Trust, is currently recruiting a Programme Manager on a 12 month FTC to support all internal functions within NHS LPP and our members ( NHS Trusts across London & Nationally).
Main duties of the job
To provide strategic leadership for the governance arrangements within the Directorate and contribute to the governance arrangements (developments and improvements) across the Trust and the ICB’s.
Report directly to NHS LPP Service Delivery Director & NHS LPP Steering Board on the development of a range of programmes and performance indicators.
To operate within a variety of governance frameworks ensuring effective decision-making, and mentoring other teams members to do the same.
Work alongside the Managing Director to ensure that NHS LPP retains and improves it Commercial Continuous Improvement Assessment Framework (CCIAF) accreditation status.
Deliver the successful National roll-out and implementation of the NHS LPP competency, learning, pathway and passport portal.
Embed the digital programme management office tool.
Work alongside NHS England, the Healthcare Supplies Association and Procurement in Partnership (PiP) to mirror and deliver collaborative strategy.
Develop, own, manage and out-perform budgets for multiple departments. Co-own budgeting to ensure that the appropriate control totals are met and that appropriate resource is provided without overspend.
Provide leadership based on a wealth of knowledge, experiences and skills sets gained from multiple perspectives developed through the working with staff, leadership and coaches both within and outside the sector.
Be the ‘go to’ expert and final decision maker for all things people related within NHS LPP.

Qualifications
Essential criteria
Relevant Masters / MBA, equivalent professional qualification or equivalent experience
Managing Successful Programmes (MSP) to practitioner level or equivalent
Desirable criteria
Formal qualification in Project management (PRINCE 2) or equivalent.
Experience
Essential criteria
Evidence of leading successful programme and / or operational performance and improvement at a strategic level; including business case preparation, service initiation / commissioning, contract negotiation, and the development and monitoring of output and outcome measures.
Extensive programme management experience in large complex organisations, including design, development, implementation and management of change in a multiple stakeholder environment
Desirable criteria
Highly developed knowledge and understanding of the changing NHS environment, strategy, and policy agendas
Skills
Essential criteria
Expert knowledge of operations and / or programme management methodologies and techniques
Desirable criteria
Excellent understanding and track record of successful change and programme management.
