St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview Sourcing Team Internal Advert SmartTogether, is an award winning Procurement Shared Service hosted by Guy’s and St Thomas’ NHS Foundation Trust. We support Great Ormond Street Hospital for Children, Lewisham and Greenwich NHS Trust, and South London and Maudsley NHS Foundation Trust as well as Guy’s and St Thomas’. We are a professional team of almost 200 providing the full range of procurement and supply chain management services. As part of our service development plans, we are looking to recruit several Sourcing Managers who are passionate about procurement and want the challenge and exposure of working across multiple spend categories and different NHS Trust organisations. We are looking an experienced Sourcing Manager who has demonstrable experience of leading above threshold procurement exercises in one or more of the following categories: Information Technology, Corporate, and Estates and Facilities, to provide procurement expertise, expert advice, reports, information and data that support the direction and strategic vision of Smart Together. Applicants will need to be motivated self-starters with demonstrable experience of delivering cash-releasing savings through Cost Improvement Plans (CIPs), in a dynamic complex environment. Main duties of the job Duties and Responsibilities Responsible for leading the negotiation of complex/ high value commercial contracts. Detailed job description and main responsibilities Duties and Responsibilities Responsible for leading the negotiation of complex/ high value commercial contracts. Procurement specialist for the Trust on the Public Contract Regulations and associated Case Law. Procurement specialist for all Trusts on the portfolio and sourcing strategy and category management. Trust expert for the specific portfolio with a detailed understanding of the portfolio market, industry trends, product/service options/ best practice. Responsible for and leading on highly complex financial analysis and modelling of spend categories and operational processes to support options appraisal. Responsible for ensuring tender evaluation methodologies are appropriate to evaluate different purchasing scenarios and in accordance with the Public Procurement Regulations Responsible for developing and managing a broad range of complex category related activities. To formulate and adjust plans and strategies were required. Required to have standard key board skills with role involving a combination of desk based duties, standing for presentations, and walking between meetings within the three hospital sites. Undertake market research and user feedback to support portfolio initiatives as required. Responsible for the development, implementation and on-going ownership of consistent purchasing policies across the NHS Trust within the specialist portfolio category. Responsible for purchasing supplies within the specialist portfolio category. Line management responsibility for the relevant portfolio team. Responsible for recruitment and selection, performance and achievement of targets. Professional lead providing advice and guidance for staff in other departments undertaking a purchasing role – pharmacy, IT&T, and capital & estates. Responsible for adapting and designing the Procurement Portal for the relevant specialist category. Responsible for benchmarking contract prices with other NHS Trusts, via PPIB tool kit for example. Responsible for ensuring annual audits are undertaken of identified strategic suppliers to measure performance and compliance within contractual obligations. Responsible for leading and project managing a large range of initiatives. Required to prepare and review detailed analysis/ options appraisal/ business cases including papers for Trust Board of Director approval. Required to respond proactively to urgent/ critical issues and prioritise activity appropriately to ensure such issues are effectively managed. Responsible for resolving conflict situations either within the portfolio department, across the wider service, hospital Trusts, or with external suppliers regarding staff behaviour/conduct or outcomes of purchasing decisions.
