About the Role
We are seeking an experienced and dynamic Strategic Procurement Manager to join our Strategic Procurement & Contract Management team. Reporting to the Head of Procurement & Contract Management, you will act as the Council’s procurement expert across designated directorates and categories of spending. You will lead high-value, complex procurements, provide strategic commercial advice to senior leaders, and ensure contracts deliver maximum value for money for residents. Key responsibilities include leading procurement and category strategies, managing complex procurements end-to-end, providing commercial advice to senior stakeholders, ensuring compliance with procurement legislation, driving value for money and innovation, leading supplier and contract management, developing procurement plans and pipelines, analysing spend to deliver savings, managing and developing procurement team members and wider Council staff, and representing procurement at boards and partnerships, deputising for the Head of Procurement where required.

Experience
Significant public sector procurement experience with a strong track record delivering complex procurements. Strong knowledge of procurement regulations and excellent stakeholder engagement and management skills. Leadership experience with strong analytical and problem-solving abilities. Ability to self-reflect to enable change and challenge to deliver better outcomes.

Dynamic and strategic thinker with excellent communication and leadership skills. Able to manage multiple priorities and work collaboratively across teams and stakeholders to achieve value for money and innovation in procurement activities.

Qualifications
CIPS Professional Diploma (or working towards) or equivalent experience.
