About the Role
The Surface Access Strategy Manager is responsible for leading the development and delivery of Heathrow Airport Limited's surface access strategy in support of the Airport National Policy Statement (ANPS) requirements and the Development Consent Order (DCO) process. This role provides specialist strategic leadership and support across surface access modes, ensuring transport strategies, modelling inputs, and stakeholder engagement materials are robust, auditable, and fit for statutory examination. The postholder plays a key role in enabling DCO consent by ensuring surface access impacts are clearly understood, mitigated, and aligned with national and local policy expectations.

Experience
Proven experience in strategic leadership within surface access or transport planning, preferably in a complex infrastructure or aviation environment. Experience working with statutory examination processes and Development Consent Orders (DCO) is highly desirable.
