About the Role

The SwapClear & Listed Rates Senior PMO Manager plays a critical role in driving governance, risk management, and delivery excellence across the portfolio. This role partners closely with Portfolio, Programme and Project Managers, the Business Control Office and First and Second Line Risk to ensure robust oversight of delivery, resource optimisation, and adherence to LSEG Group standards. It also includes elements of Programme Manager responsibilities to achieve strategic objectives and transformational change. The role provides visibility of portfolio health, supports strategic decision-making, and ensures consistent implementation of best practices across project delivery.
Portfolio Governance, Planning & Risk Management
Manages and creates visibility around the holistic portfolio health and reporting, tracking and reducing delivery risk at programme and portfolio level. Promotes and fosters collaboration across broad categories of stakeholders, including customers, leading cross-functional meetings and gaining commitments to ensure corrective actions take place if required. Aligns team priorities and activity to the strategic delivery and transformation direction, ensuring prioritisation of key projects and devising initiatives to support the organisation through Agile practices including managing the Product Portfolio Backlog. Facilitates Operational Risk Assessments for change initiatives into COO and BCO functions. Acts as a gatekeeper for major change releases, collating and running release sign off meetings and ensuring standards and health checks are maintained.
Change & Transformation Management
Creates and monitors a change roadmap for the portfolio in partnership with the Product team and leads on the implementation of change management processes, policies and best practice alongside the CTO function. Leads the implementation of change management processes, policies, and best practices to ensure effective adoption of new frameworks, tools, and delivery methodologies. Leads and coaches project managers within the programme, setting performance and delivery expectations to yield consistent results.

Experience
- Strong experience in PMO, portfolio, programme, or project management within a complex technology or engineering environment
- Proven ability to manage portfolio-level governance, risk, and reporting frameworks
- Expertise in resource management and capacity planning
- Strong stakeholder management and communication skills, with the ability to influence at senior levels
- Demonstrated experience in implementing change and driving process improvements
- Leadership experience, including mentoring or managing delivery professionals

Qualifications
