Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview The postholder will ensure the provision of a proactive on demand and planned maintenance service to all clients via the efficient and effective day to day management of a dedicated maintenance team. These services will be provided for all buildings within the Trusts portfolio and will be specifically defined within the PDR process. The post holder will be responsible specifically for the delivery and performance of their respective in-house maintenance team. The post holder will lead a Multiskilled Building/Mechanical service to the Engineering Department and other directorates within Guy’s and St. Thomas’ NHS Foundation Trust (GSTT). They will demonstrate commitment, versatility and flexibility whilst undertaking all tasks and delegated work as instructed by the engineering senior management team. Detailed job description and main responsibilities · To line manage the trades team personnel to provide a comprehensive planned and reactive maintenance service for the Trust and external clients in accordance with agreed and published service level agreements · Line management responsibility including appraisals, disciplinary and sickness issues. · Responsible for the monitoring of key performance indicators for team and self · Ensures that there is effective co-operation with other technical trades throughout Building and Engineering. · Able to use a variety of computer software and hardware including facilities management ‘Planet FM’, drawing database ‘MICAD’ and PDA devices. · Produce estimates and obtain quotations for new work requests. · Manage orders and invoices for a variety of building maintenance discipline activities. · Implement any new operational procedures for staff and equipment. · Responsible for the delivery of statutory and mandatory training for team · Responsible for communicating both technical and legislative information to the team and compliance with the same · Able to fault diagnose general and specific engineering related issues. · Able to work from technical specifications and drawings associated with electrical and engineering details. · Able to provide advice on ways of improving building maintenance performance. · Undertake maintenance planning for the staff within the team. · Deputise for the Building Maintenance Manager and other Engineering Team Manager’s · Review staffing levels on a regular basis, supplementing full time staff with agency as required. · Implement policies developed for the safe and efficient service provision through the estate maintenance function. · Responsible for ensuring that the team under their control has suitable quantities of materials to undertake their normal daily duties. · To codify, and review on a regular basis, the protocols and procedures of the trades team · To maintain good working relationships with customers, recognising the value of relationship management to support the ‘front of house’ image of the service. · To participate in wider Directorate initiatives and projects in order to develop understanding of the Essentia services in support of a continuous service improvement programme · Liaise and manage contractors when on site carrying out contract maintenance. · Work within a broad range of occupational guidelines used to manage their area of maintenance. · Be able to carry out work requiring physical effort as the need arises. · In support of the Building and Engineering Maintenance management team the post will be Trust wide working on community or acute sites. · Motivate and develop staff, co-ordinate the education and specialist training requirements of the trades’ team in support of both personal development plans and business objectives set · Responsible for the day to day Trust risk management and governance procedures for both team and self to include the investigation and root cause analysis of complaints, preventive actions and learning being put in place · Manage and implement the ISO 9001 QMS to ensure that the trades’ teams are fully compliant with related procedures and processes · Take responsibility for planning and budgeting of trades’ team budgets to establish best value and overtime control · Authorised signatories for orders up to £1,000 · To undertake monthly reviews with line manager on financial and operational performance. To initiate efficiency improvements that will reduce the revenue cost base for the service, without compromising delivery of the customer’s experience of the service. To participate in the Estates Manager on-call rota and provide Annual Leave and Sickness Cover in conjunction with the Contract Services Department Person specification Qualifications and Education Essential criteria Educated to first degree level or GNVQ / HND /BTEC level or with equivalent experience in an engineering related role. Certificate in Management studies or evidence of management/leadership training Evidence of continued professional development Previous Experience Essential criteria Post qualification experience in Engineering maintenance management Leading teams in a client facing role Experience of leading teams in a large, complex, multi-site NHS Trust Knowledge of good working practices and Health & Safety. Experience of working within a broad range of occupational guidelines Experience of communicating technical information with specialists and non-specialists. Experience of managing re-active and planned maintenance activities across a range of disciplines, relating to electrical, engineering or building specialism. Desirable criteria Ideally will have managed as ‘Client’ large facilities management contract with a sound knowledge of construction / engineering projects from inception to completion. Will be able to demonstrate an understanding of managing a multi-disciplined work force. This will vary between a combination of DEL and out-sourced contractor resources. Knowledge, Skills and Ability Essential criteria Ability to communicate effectively, verbally and in writing, in a clear, concise and easily understood manner. Must be able to interpret technical information to a lay audience. Excellent numerical and critical reasoning skills Excellent diplomatic skills Excellent organisational skills with the ability to respond effectively to multiple priorities Experience with Microsoft Word, Outlook, Excel, and PowerPoint, and service IT platform known as Planet FM Ability to work well under pressure and still apply attention to detail Excellent knowledge of statutory requirements associated with building / engineering maintenance, capital project delivery, environmental management, and health and safety legislation. Sound understanding of standing financial instructions and standing orders in a public sector organisation Able to plan and schedule work for staff to achieve a satisfactory level of service to meet the customers’ expectations. Ability to work on own initiative and demonstrate effective personal time management. Ability to understand and interpret end user requirements and manage expectations to achieve successful deliverables. Desirable criteria Knowledge of public sector estates procedures and guidelines. Experience of managing construction and engineering projects in an NHS environment. Able to demonstrate the management of budget’s for revenue and capital expenditure Knowledge of service level agreements and performance measures. Ability to effectively manage service suppliers and monitor their performance against key performance indicators and service level criteria.
