Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Our merger provides a once in a generation opportunity to build a lasting, world-renowned heart and lung centre, providing the highest quality care for patients and conducting world-leading research. Job overview The post holder will manage a small team of co-ordinators providing a professional, responsive and customer focused Temporary Staffing service, ensuring delivery in accordance with Service Level Agreements. The post holder will provide excellent customer service to managers and staff, ensuring adherence to process, Trust policies, legal and best practice, and ensuring that any queries issues and complaints are dealt with quickly and efficiently. They will also be responsible for providing advice and guidance on the operation of self-service and other relevant systems and resources. The post holder will monitor Temporary Staffing IT systems to ensure SLA shift fill levels are achieved and the continuous running of the service and seamless transfer of data between systems (e.g. ESR, Allocate); pro-actively investigating and resolving data input errors and amending system and data errors to ensure data accuracy and error free operations. Key Relationships Internal: Trust Managers and staff, HR Teams, Shared Service Teams External: Bank and agency staff, external agencies, professional bodies. Main duties of the job To deliver a first class, customer focused Temporary Staffing support and advisory service providing information, advice and coaching to managers in all matters related to bank and agency staff. To provide excellent customer service intervening when required ensuring booking requests are filled and that SLA requirements are consistently met. Addressing enquiries and errors ensuring that any booking and payment issues, and complaints are dealt with quickly and efficiently. To provide guidance to managers and team members in the application of the electronic Temporary Staffing booking systems and other Temporary Staffing resources. To advise on the most cost-effective options for managers, maximising Trust Bank Staff and minimising the use of external agencies, exploring joint solutions where this is feasible to actively reduce Trust spend. To coach Trust managers on legal and best practice in respect of bank and agency workers. To ensure that all information pertaining to bank and agency booking transfers seamlessly between automated systems. To check pre-payroll reports against data held on Staff Bank and Trust systems (including HealthRoster and ESR) ensuring that any errors are amended before the Bank payroll is run. To monitor and ensure the performance of direct reports performing staff management duties as required by the Trust. The Temporary Staffing Team is part of the Trust’s corporate workforce department. It provides effective management of temporary staffing placements within the Trust, in order to support a flexible, safe and cost-effective workforce. The Trust Staff Bank provides an extremely active and successful flexible staffing service to the Trust for all groups of staff including nursing, medical locums, estates and facilities, admin & clerical, IT contractors, allied health professionals and healthcare scientists. Audit and Compliance To ensure data accuracy so that data held on shared systems is transferred and recorded accurately, investigating anomalies and escalating issues as appropriate. To monitor Temporary Staffing bookings made through self-service systems, ensuring that managers are fully compliant with relevant legislation regulations, codes of practice and Trust procedures. To ensure that the principles of equality and diversity are adhered to at all times. Service Development Under the direction of the Operations and Compliance Team Leader, to assist in the implementation of service changes and local policy and practice to ensure continual high impact customer service within area of responsibility. To ensure that areas of concern and trends are highlighted feeding into the continuous development of the service. To support the delivery of initiatives that will reduce temporary staffing spend and increase efficiency both locally and across the organisation Information resources To maintain the data integrity of manual and electronic filing systems and to ensure security and confidentiality at all times. To utilise Staff IT, SMS and other systems to communicate with staff and managers in respect of issues relating to booking and payment. Where required, to attend and take minutes at investigation and/or performance meetings in respect of bank staff. Communication To provide leadership, guidance and support to managers and staff at all levels within the Trust in respect of the placement of temporary staff. To cascade information to direct reports providing coaching, training and guidance in order to continuously improve team performance To communicate information to managers and workers in respect of pay, banding and other terms and conditions. To provide advice and guidance to managers regarding performance issues in respect of bank and agency staff and, where applicable, provide administrative support at meetings. To provide, receive, and communicate sensitive and confidential information in accordance with relevant policies. To ensure effective communication and liaison between all stakeholders involved in the booking of temporary staff. Other To keep abreast of new developments which are applicable bank and agency. Person specification Qualifications Essential criteria Diploma level education or equivalent relevant training or experience within administration, recruitment or HR. Evidence of continuing professional development. Experience Essential criteria Previous experience within temporary staffing or generalist HR or recruitment environment. Experience working within a customer focused office environment in a large, complex organisation. Previous experience of operating HR, Payroll or Recruitment IT systems. Desirable criteria Experience working in HR support function or customer service within the NHS. Experience using ESR Knowledge Essential criteria Knowledge HR legislation and best practice. Understanding of legal responsibilities in respect of temporary staffing issues Good understanding of AfC terms and conditions Good understanding of the changing NHS environment. Understanding of equality and diversity issues. Good understanding of data protection issues and confidentiality. Desirable criteria Knowledge of the Data Protection Act Skills Essential criteria Excellent written communication skills. Able to deal sensitively with complex HR queries.
