St Thomas’ has one of the largest critical care units in the UK and one of the busiest emergency departments in London. It is also home to Evelina London Children’s Hospital. Evelina London cares for local children in Lambeth and Southwark and provides specialist services across south east England including cardiac, renal and critical care services. We lead a number of specialist service networks aiming to ensure children are treated locally where possible, but have access to specialist expertise when they need it. Our community services include health visiting, school nursing and support for families of children with long-term conditions. Our adult community services teams deliver care at the heart of the local communities we serve, working in partnership with GPs, local authorities and other healthcare and voluntary sector organisations. Working with our partners in Lambeth and Southwark, we are focusing on new ways of working to improve care for local patients. In February 2021 the Royal Brompton and Harefield joined Guy’s and St Thomas’ NHS Foundation Trust, bringing together world-leading expertise in the care and research of heart and lung disease. Job overview The post holder will be responsible for delivering improvements to the way in which Workforce systems are used within the Trust, ensuring the operational effectiveness of ESR and other systems used across the organisation. This will be achieved through operational management, delivery of training and support strategy and the creation of a Systems Benefits Realisation strategy that focuses on delivering improvements in an integrated way. There will be three key strands to the role. Management of the ESR Establishment to ensure financial sustainability To lead on ESR data quality and data management improvements. Optimising the use of ESR across the Directorate and Trust As part of the Workforce Systems & Intelligence senior team, the post holder will be expected to line manage the Systems sub team, and deputise for the Head of Workforce Intelligence & Systems when necessary Main duties of the job You will be expected to develop expertise within the team in the use of ESR Workstructures, ESR System & User Administration, ESR BI, Establishment control and analytical tools and to provide advice on process improvement and related workforce metrics to Workforce colleagues and managers across the Trust. As part of the Workforce Systems & Intelligence senior team, you will line manage the Workforce Intelligence Systems sub team, and deputise for the Head of Workforce Intelligence when necessary. You will be analytical, numerate and competent with statistics packages. You will also be responsible for providing training when required and continuously develop your knowledge and understanding of Workforce Intelligence issues/practices and policies with regards to the impact the trust. You will possess good decision-making and problem-solving skills to work as a subject matter expert, having the judgement to escalate complex problems when necessary and the ability to work under pressure at times often to tight deadlines. You will need to possess good interpersonal and communication skills with experience of working in a quality focused customer-facing environment. As the Workforce Intelligence Team leader you will be responsible for enhancing the delivery of Workforce Intelligence within the Trust, ensuring that the quality, accuracy and relevance of information is maintained and improved. You will play a key role in contributing to delivery of the Trust’s workforce strategy to enable short, medium and long-term workforce planning and decision-making. Detailed job description and main responsibilities • Responsible for the management of the ESR system and other Workforce systems and interfaces. Ensuring that it is the primarily source of accurate and up to date establishment and workforce information across all employee and systems processes. • Ensures that protocols for system access are developed and adhered to at all times with regular audits undertaken. • Acts as ESR providing expert advice to colleagues as necessary • Ensures that there is a robust communication strategy to support changes and enhancements to ESR and other Workforce systems Workforce Planning • Ensure relationships between HR and Finance are maintained and regular meetings take place to ensure the ESR and the Ledger is reconciled. Workforce Intelligences. • Develops a suite of reports monitoring systems usage to ensure appropriate usage is maintained at all times, identifying opportunities to maximise licensing costs where appropriate. Data Quality & Integration • Develops regular audits of data quality and works with colleagues within Workforce to address data quality issues with a focus on continuous improvement. • Develops expertise in the use of workforce systems reporting capabilities and ensures that they are used to maximum effect to support the Workforce Intelligence strategy. • Ensures ad hoc analysis requested by managers or Workforce colleagues related to workforce systems usage and audit is provided as required. Management and leadership • Assists development of policies and procedures relating to information systems capturing Workforce data • Provides advice and training to Directorate and Trust staff engaged in using Workforce systems, running topic-specific workshops and seminars in support of new requirements. • Leads in specifying adaptations to systems to respond to new operational requirements • Responsible for leading, coaching, motivating, developing and the performance management of direct reports to ensure skill and competency levels are maintained • Authorised signatory for timesheets and small purchases • Works collaboratively with other members of the team, providing (and receiving) cross-cover for routine tasks within Workforce Intelligence • Where appropriate, deputises for the Head of Workforce Intelligence & Systems in a representative role. Person specification Experience Essential criteria Experience providing technical workforce solutions within complex organisations. Skills/Knowledge/ Ability Essential criteria Experience of managing and supporting database management systems in busy, confidential setting Knowledge of ESR, Macro, VB and VBA and other macros for Microsoft applications. Skills Essential criteria Excellent verbal and written communication; able to communicate clearly and effectively on a range of highly complex management issues Excellent presentation skills; able to communicate highly complex management information to large groups.
