About the Role
The Defence Nuclear Organisation (DNO) is responsible for the provision of the UK’s nuclear deterrent, including submarines and nuclear warheads, while advising on nuclear planning and fostering international cooperation. Working as part of the Defence Nuclear Enterprise (DNE), the DNO collaborates with the Royal Navy, the Submarine Delivery Agency, and the Atomic Weapons Establishment.

The Security and Intelligence Division within DNO aims to ensure the DNE remains secure and assured now and in the future. This role leads a cross-DNE programme focused on identifying and enhancing the resilience of critical systems and infrastructure, homeland defence, defence readiness, and emergency and incident preparedness, planning, response, and recovery through a risk, threat, and hazard agnostic approach.

The role involves refreshing and maintaining understanding of critical infrastructure and system dependencies across the DNE and wider defence and civil critical national infrastructure (CNI). You will deliver cross-enterprise policy, guidance, and support to assess resilience risks considering the full range of National Security Risk Assessment (NSRA) risks, and lead mechanisms to aggregate and manage these risks within wider governance frameworks.

Responsibilities include leading DNE input into cross-Ministry of Defence (MOD) and government defence readiness and homeland defence planning and legislation. You will review and lead management of cross-DNE incident and emergency planning, ensuring plans and operational structures are maintained, tested, and ready to be activated in the event of an incident. The role also requires leadership during incidents, mobilising specialists and subject matter experts as necessary.

Additional duties include leading wider resilience, risk, and security projects and programmes as required. Due to the sensitive nature of the information handled, additional security checks and travel restrictions apply.

Hybrid and flexible working options are available but regular workplace attendance is required due to security constraints. Candidates are encouraged to discuss working arrangements with the recruiting line manager prior to application.

Requirements

Experience
- Demonstrable expertise in resilience planning and/or policy
- Experience in critical asset, infrastructure, or system risk mapping or management
- Expertise in emergency and contingency planning, response, and/or recovery
- Strong team leadership and management experience, particularly in high-pressure and fast-paced environments
- Experience in policy design, development, and implementation
- Proven ability in cross-government and cross-sector stakeholder management, leadership, and engagement

About you
You will have a clear expertise in some of the essential areas listed and at least some experience or understanding of all, with a willingness to develop further. You will be able to lead and manage teams effectively, communicate clearly, and work collaboratively across multiple stakeholders. Experience in chemical, biological, radiological, or nuclear (CBRN) environments is desirable but not essential.

Qualifications
There are no specific qualification requirements stated; however, a background relevant to resilience, risk management, emergency planning, or related fields is advantageous. Candidates must be UK nationals and able to meet the security vetting requirements, including developed vetting clearance.
