About the Role
Join our Planning and Portfolio Team at L&Q, one of the UK’s largest housing associations and providers of social and affordable homes, housing around 250,000 people primarily across Greater London and Greater Manchester. This key role within L&Q’s Transformation & Change Portfolio will strengthen how we plan, manage, govern and report across a complex, multi-programme transformation environment.
As a Portfolio Manager, you will provide dedicated analytical and operational support with a focus on centralised resource management. This includes resource data quality, reporting, dashboards, utilisation and capacity management, forecasting, and delivering the insight needed to support effective portfolio-level planning and decision-making.
The role suits someone experienced in transformation, change, technology, PMO, portfolio management, resource management or analytical environments, confident in working with project teams, resource owners, delivery leads and enabling functions to collect, validate and improve management information.
You will bring rigour, structure and a proactive, relationship-based approach to resource management. This hands-on role requires close collaboration across Delivery teams, actively building networks, seeking information and driving engagement to ensure decisions are informed by accurate and timely insight. We seek someone with energy, determination and initiative who takes ownership, works collaboratively and leads conversations.
Your impact will include maintaining a clear and reliable view of resource demand, supply, allocation, utilisation, capacity, constraints and emerging risks across the portfolio, ensuring information is accurate, consistent and supports senior decision-making.
While resource management is the primary focus, broader portfolio management and PMO experience is valued to contribute across the full range of team services.
This is an opportunity to shape and embed portfolio management capability across a major transformation portfolio, working closely with Heads of Delivery, Programme Managers, Project Managers, Technology teams, Finance, business leads and senior stakeholders.
Key Areas of Responsibility
- Supporting and improving centralised resource management processes
- Maintaining, validating and improving resource data for clearer visibility of capacity, allocation and utilisation
- Producing and maintaining resource dashboards, MI and reporting packs
- Supporting regular resource reporting cycles and governance forums
- Identifying resource gaps, delivery pinch-points and emerging capacity risks
- Supporting reporting automation, dashboard development and PMO tooling implementation
- Maintaining portfolio controls, templates, logs and ways of working
- Collaborating with Project Managers, Programme Managers, resource owners and delivery teams to improve resource information quality
- Building effective working relationships across Transformation and Change, Technology, Finance, Strategy and business teams
- Contributing to better resource visibility, stronger data quality, reliable reporting and improved confidence in portfolio planning and delivery decisions

Experience
- Strong analytical capability with good attention to detail
- Experience in analyst, PMO, portfolio manager, project support, resource management, planning, transformation, change or technology delivery environments
- Experience producing management information, dashboards, reports, trackers or data analysis to support decision-making
- Experience supporting governance, reporting cycles, action tracking, escalation routes or operational portfolio processes
- Ability to work with Project Managers, Programme Managers, resource owners and enabling teams to gather, validate and improve information
- Confidence following up on missing, incomplete or inconsistent data and improving reporting quality
About you
- Strong analytical skills with the ability to interpret data, spot inconsistencies and turn information into clear insight
- Good Excel, reporting and data management skills, maintaining accurate information across multiple inputs or stakeholders
- Good organisational skills with the ability to manage regular reporting deadlines, competing requests and detailed information
- Clear written and verbal communication skills, producing structured, professional outputs for management and leadership audiences
- Practical improvement mindset with interest in improving processes, controls, templates, dashboards and ways of working over time
- Energetic, determined, proactive and collaborative with a relationship-based approach to resource management
Qualifications
No specific qualifications required, but relevant experience in portfolio, resource or project management and strong analytical skills are essential.
