About the Role
As a Project Controls Manager at High Speed Two (HS2), you will be responsible for developing the project baseline across scope, time, cost, risk and quality for a development or delivery area of the HS2 Programme. You will analyse performance against the baseline, highlight trends or risks, and support decision making. The role includes managing change control activities for the Hybrid Bill programme, conducting quality assurance checks on change requests, and ensuring all impacts to the baseline are assessed and managed effectively.

You will monitor, review and report on the quality of change proposals, provide guidance to improve change control information, and ensure approved changes are incorporated into schedules, cost models, and Work Breakdown Structures. You will assist in preparing monthly performance reports for key stakeholders to enable timely decision-making and financial authorisations.

Championing compliance with HS2’s programme change management process, you will liaise with functional teams to provide advice, training and support. You will also support design development improvements, user testing, and implementation of system enhancements to the Change Control Toolset (CCT). Gathering user feedback and incorporating lessons learned into the Hybrid Bill Change Management and Governance process will be key responsibilities.

Additionally, you will manage the assurance of Project Controls data, ensuring adherence to PMO and Project Controls policies, processes and standards. You will manage the secretariat of the Integration & Change Forum (ICF) and other programme change meetings, including diary management, agenda preparation, minute taking and action tracking.

Engagement with Hybrid Bill petition managers and wider stakeholders to maintain a forward look of impending programme changes is essential. You will provide functional line management, performance management and objective setting support to direct reports.

Requirements

Experience
- Experience in project controls on projects or programmes
- Experience in one or more core project controls functions including baseline maintenance, schedule management, cost performance, change management, risk management and performance reporting
- Experience managing and controlling key Project Controls systems such as Primavera P6, Prism, CEMAR, or similar
- Experience facilitating and administering project performance reviews and presentations with stakeholders
- Experience managing or influencing governance forums including project change and investment boards with delegated decision-making powers

About You
- Strong prioritisation skills with the ability to define and prioritise objectives, analyse inputs, assess and challenge data, define strategies and support rationales
- Influencing and negotiating skills with the ability to be assertive without causing unnecessary conflict
- Effective verbal and written communication skills, able to present project controls updates and processes confidently to project and supply chain teams
- Facilitation skills to manage workshops, solve critical problems and provide clear direction on actions needed to manage and mitigate issues
- Strong data analysis skills to interpret data and produce accurate, timely and informative reports tailored to the audience
- Problem solving skills to identify problems, review information, develop and evaluate options, and implement solutions
- Knowledge of one or more core Project Controls disciplines including Schedule Management, Cost Management, Change Management and Risk Management
- Basic knowledge of baseline development and maintenance
- Basic understanding of Project and Commercial Management fundamentals including cost delivery and schedule targets
