About the Role
As a senior project management leader within the Hybrid Bill Team, you will support the Head of Delivery, Hybrid Bill in managing, coordinating and delivering activities to ensure the successful passage of the Adapted Hybrid Bill through Parliament. You will establish and maintain effective programme management, governance and delivery controls across the parliamentary programme, integrating technical, environmental, stakeholder, legal and parliamentary activities.
You will work across organisational and Government boundaries to coordinate multidisciplinary teams, manage programme risks, dependencies and interfaces, oversee supplier performance and ensure timely delivery of parliamentary outputs that support Government and HS2 objectives. Acting as a central coordination point, you will translate complex parliamentary requirements into structured delivery plans and manage progress through all phases of the parliamentary process.
Key Responsibilities
- Support day-to-day management and operation of the parliamentary programme
- Lead planning, coordination and integration of activities for Hybrid Bill passage
- Develop and maintain integrated delivery plans, schedules and milestones
- Prioritise and align parliamentary activities with programme and Government objectives
- Monitor progress against key milestones and delivery commitments
- Coordinate delivery across technical, environmental, stakeholder, legal and parliamentary workstreams
- Establish and maintain project and programme management disciplines
- Lead multidisciplinary teams to deliver outputs on time, to quality standards and stakeholder expectations
- Manage delivery of Additional Provisions, amendments and Programme Change Requests
- Oversee production and assurance of parliamentary deliverables including Petition Response Documents, Petition Studies, Exhibits, Assurance Letters, Undertakings and parliamentary responses
- Support preparation and assurance of evidence for Select Committee hearings and parliamentary proceedings
- Establish governance arrangements and lead reporting on programme performance, risks, issues and dependencies
- Coordinate risk management and ensure mitigation plans are implemented
- Document and monitor decisions, actions and parliamentary commitments
- Act as primary coordination point between Hybrid Bill Directorate and wider HS2 functions
- Build strong relationships with Department for Transport, Parliamentary Agents, legal advisors and supply chain partners
- Facilitate cross-functional engagement to manage risks, dependencies and priorities
- Support senior leader and Government stakeholder engagement
- Manage Assistant Project Managers and supplier resources
- Monitor delivery performance and resource capacity
- Manage consultant and supply chain performance
- Drive continuous improvement in programme management, reporting and governance
- Promote a culture of accountability, collaboration and inclusion
- Support development of project management capability within the team

Experience
- Significant experience working in multidisciplinary environments to deliver complex programmes and strategic objectives
- Proven leadership of project and programme teams responsible for planning, procurement and delivery of complex projects
- Experience managing programme governance, reporting, risks, issues, dependencies and change
- Experience managing senior stakeholder relationships including Government departments, consultants, contractors and external partners
- Experience managing consultants and supply chain partners to deliver programme outcomes
- Experience supporting statutory, parliamentary, planning or consenting processes is advantageous
- Demonstrable ability to lead teams and deliver outcomes through collaboration, influence and stakeholder management

Qualifications
- Degree qualification in Project Management, Engineering, Commercial Management or related discipline, or equivalent experience
- Professional project management qualification (e.g. APM PMQ, PRINCE2 Practitioner, MSP or equivalent) is desirable
- Strong understanding of project and programme management methodologies including governance, change management, risk management and assurance
- Knowledge of programme schedule management, dependency management, critical path analysis and risk assessment
- Understanding of Hybrid Bills and Acts of Parliament and their interaction with engineering design, environmental assessment, stakeholder engagement and project development
- Knowledge of major infrastructure project delivery in complex regulatory and political environments
- Commercial management and supplier performance management knowledge
