About the Role
This is a national role within the Ministry of Justice (MoJ) Property Directorate, responsible for managing one of the most diverse and complex estates in Government, including prisons, probation services, MoJ HQ, and Arm’s Length Bodies. The Directorate provides specialist services such as Facilities Management, Health and Safety, Fire Safety, Security, Technical Design, and Sustainability across a property portfolio valued at £9.3bn.

The Senior Demobilisation Manager will lead and deliver demobilisation programmes for complex Facilities Management (FM) contracts, ensuring legally compliant contract close-downs, accurate performance reconciliations, and operational continuity across the secure estate. Reporting to the G6 Head of Demobilisation, you will lead a team of Demobilisation Managers and work closely with Commercial, Contract Management, and Operational Property teams.

Key responsibilities include planning and overseeing demobilisation workstreams, developing strategies and exit plans, managing supplier compliance with TUPE and contract obligations, handling disputes, stakeholder engagement, risk management, and leading lessons learned reviews. This role operates in a fast-paced, complex environment requiring strong leadership and collaboration skills.

External candidates will be offered fixed term contracts for 12 months with possible extension subject to funding. Existing Civil Service employees will be onboarded on secondment terms. Temporary Responsibility Allowances apply for internal candidates promoted to this grade.

The role supports flexible and compressed working hours and is part of the Government Property Profession (GPP), with technical skills aligned to Facilities Management at Senior Practitioner level.

Requirements

Experience
- Significant experience delivering FM operational services or overseeing supplier performance in complex, multi-site public sector estates
- Proven track record leading demobilisation or mobilisation of large, complex FM contracts in government, NHS, or defence environments
- Experience managing NEC3 or NEC4 Term Service Contracts
- Strong knowledge of statutory compliance, TUPE, asset and data handover protocols
- Line management and team leadership experience

About you
- Strong organisational skills with the ability to manage multiple priorities across diverse stakeholder groups
- Excellent interpersonal and communication skills with proven supplier relationship management experience within FM
- Confident interpreting technical FM data and applying operational knowledge to service transition scenarios
- Proficient in Microsoft Project, SharePoint, and programme reporting tools such as RAID logs, trackers, and exit templates
- Demonstrates leadership, effective decision-making, delivering at pace, and strong communication and influencing skills

Qualifications
- Professional accreditation such as CIWFM is typical for this role
- Alignment with Government Property Profession (GPP) technical skills in Customer & Client Service (Expert), Analytical Decision Making (Practitioner), Sustainable Practice (Practitioner), and Commercial Acumen (Expert)
