About the Role
This is a specialist role within the National Security Division (NSD) of HM Prison & Probation Service. The Specialist Probation Practitioner manages people on probation who are Terrorism ACT convicted, Terrorism ACT risk, Critical Public Protection Cases or Serious Organised Crime offenders posing serious and widespread risk. This role involves managing a high-risk caseload subject to enhanced national standards and intensive collaboration with external agencies.

The postholder will provide specialist monitoring and contact for individuals assessed as posing a specific risk of further extreme offending, working closely with specialist external agencies to oversee targeted risk reduction and intervention. Cases managed pose a national security threat and attract high media profile.

The role requires working in custody and community settings, as well as multi-agency environments, with travel across the divisional area by car or public transport. Enhanced supervision standards include twice weekly contact and additional monitoring alongside regular liaison with external agencies.

The Specialist Probation Practitioner reports to the NSD Senior Operational Lead and will undertake additional specialist training and security clearance to SC level.

Requirements

Experience
- Substantial direct experience working with high or very high risk offenders.
- Proven record of good practice in offender risk assessment and management.
- Experience working with diverse individuals and groups to motivate and change offending behaviour.
- Understanding of the Probation Service role within the Criminal Justice System and multi-disciplinary settings.
- Experience of multi-agency risk assessment and management procedures.
- Experience creating and submitting high-level risk management and parole reports.
- Demonstrable achievements in managing change and improving quality and efficiency.
- Proactive championing of diversity and inclusiveness.

Qualifications
- Probation Officer qualification required.
- PQF Honours Degree/Graduate Diploma and Level 5 Diploma in Probation Practice; or Diploma in Probation Studies; or Diploma in Social Work (Probation option); or CQSW (Probation option).
- Knowledge and understanding of relevant legislation, National Standards, Evidence Based Practice, and risk/needs assessment tools.
- Ability to achieve a Level 7 Advanced Certificate in Counter Terrorism (supported and completed in post).
- Successful completion of NPPV2 vetting and security clearance to SC level prior to appointment.
