Salary
Base salary: c£36,000 to £42,350 per annum depending on skills and experience. In addition, a flexible benefits fund of 15% is paid on top of the base salary and is fully pensionable, along with a range of competitive benefits.

About the Role
As an Economic Analyst at HS2 Ltd, you will provide analytical support to the development and delivery of HS2 and wider rail schemes, contributing to evidence-based decision-making across the programme. You will apply established analytical approaches to assess costs, benefits, and impacts, supporting economic value-for-money assessment and business case development. The role involves gathering, interpreting, and analysing data from multiple sources to produce clear, robust insights. Working collaboratively with colleagues and stakeholders, you will support the development of analysis that informs investment decisions and scheme design, ensuring outputs are proportionate, accurate, and aligned with HS2 Ltd and Department for Transport guidance.

You will deliver defined analytical work packages to support economic appraisal and business case development, ensuring outputs meet agreed requirements, quality standards, and timelines. Responsibilities include gathering, validating, and analysing data to assess costs, benefits, and risks; developing and maintaining analytical tools and models; supporting the improvement of analytical approaches; building effective working relationships with internal stakeholders; preparing clear and concise written outputs and presentations; identifying and communicating limitations, risks, and uncertainties; and working flexibly across the team to support various analytical priorities. You will actively promote and embed Equality, Diversity, and Inclusion (EDI) in all your work and comply with organisational initiatives, policies, and procedures on EDI.

Requirements

Experience
- Producing analysis using standard analytical tools such as Excel or similar and presenting findings clearly and structured.
- Working in a team-based or project environment, contributing to shared outputs and objectives.
- Handling data and ensuring its quality, including identifying limitations and uncertainties.
- Communicating analytical findings to support decision-making or demonstrating the ability to do so.

About You
- Ability to analyse and interpret data to identify patterns, trends, and key insights using appropriate tools.
- Strong structured problem-solving skills to break down complex issues.
- Ability to apply and follow established analytical approaches and frameworks for economic appraisal and decision-making.
- Strong written and verbal communication skills, able to present findings clearly to both technical and non-technical audiences.
- Effective time and priority management to deliver work to deadlines and quality standards.
- Willingness to seek feedback and continuously improve analytical outputs and ways of working.
- Commitment to promoting and embedding Equality, Diversity, and Inclusion (EDI) in all work.

Qualifications
- Undergraduate or postgraduate degree in Economics, Mathematics, Transport Studies/Planning, or a closely related discipline (e.g. Science, Geography), or equivalent experience.
- Understanding of analytical approaches used to support investment decisions, including economic appraisal and value for money assessment.
- Awareness of HM Treasury and Department for Transport economic appraisal principles and their role in business case development.
- Understanding of the role of evidence in supporting effective decision-making.
