About the Role
On 11th September 2024, the Secretary of State for Northern Ireland announced the establishment of an independent statutory inquiry into the murder of Mr Patrick Finucane on 12th February 1989. The Inquiry is being set up under the Inquiries Act 2005 to enable the Government to meet its obligations under Article 2 of the ECHR, following the 2019 Supreme Court judgment and the Northern Ireland Court of Appeal judgment in July 2024. This Inquiry will build upon previous reviews and investigations, taking specific account of materials and information already provided, while avoiding unnecessary duplication.
The Chair of the Inquiry, the Rt Hon Sir Gary Hickinbottom, was appointed on 13th June 2025, alongside two Assessors, Baroness O’Loan and Francesca Del Mese. They are supported by a small secretariat providing administrative and policy support.

Duties and Responsibilities
The Finance Manager will work flexibly across the secretariat, supporting the Secretary, Deputy Secretary, and Head of Operations, often undertaking tasks beyond core responsibilities. Key duties include:
- Leading all finance workstreams, including procurement support and day-to-day financial management and reporting.
- Supporting the Head of Operations in meeting sponsorship requirements for financial management, planning, forecasting, and budget oversight.
- Establishing and overseeing systems for daily operational administration and finance processes, including raising purchase orders, processing invoices, and receipting services.
- Advising on section 40 determinations under the Inquiry Rules 2006 in collaboration with the legal team.
- Developing and managing systems and policies to provide business support to senior leaders and the growing team.
- Acting as lead administrative support for key internal meetings, including managing commissions, collating papers, setting up and minuting meetings, and some diary and travel management.
- Serving as business manager and administrative liaison between the Secretariat and senior leaders and stakeholders.
- Preparing and organising meeting papers, providing diary management support, and overall administrative assistance.
- Occasionally supporting hearings and assisting the independent Assessors.

Requirements

Experience
- Strong prioritisation, communication, and influencing skills.
- Experience in finance with a solid understanding of financial record keeping and management.
- Proven ability to build and maintain strong, credible relationships with senior stakeholders.
- Demonstrated problem-solving skills with the ability to assess and resolve issues quickly and effectively.
- Strong attention to detail and excellent written communication skills.

About you
- Willingness to obtain Security Check (SC) clearance if not already held.
- Ability to work flexibly as part of a small, dynamic team.
- Motivated to contribute to a high-profile public inquiry with professionalism and integrity.

Qualifications
- Holding Security Check (SC) clearance is beneficial but not essential.
- An accountancy qualification and/or substantial workplace experience in a finance role is desirable.
