About the Service and Team
Within the People Services Directorate (Adult Social Care, Children's Social Care & Education), the Insights & Delivery Service area acts as the operational process and analytical engine room. This service integrates data intelligence, digital systems, business delivery, and quality assurance to provide a resilient, modern infrastructure empowering frontline practitioners. The Digital Improvement programme focuses on implementing and supporting changes in the core social care case management system Mosaic, alongside tools like Magic Notes and CareCubed, while planning for legislative changes.
About the Role
As IT Project Manager, you will take direct ownership of projects within the Digital Improvement programme, ensuring interdependent technical solutions are delivered in a controlled, predictable, and efficient manner. You will manage all project documentation including plans, risk and issues logs, project initiation documents, handover, and closure documentation. Supporting the programme manager, you will respond to the board and deputise in senior stakeholder management when required. Collaboration with both technical and non-technical team members is essential to align priorities and deliver the programme successfully.
Key Focus
A critical focus of this role is to ensure seamless transition of systems into the live environment, overseeing User Acceptance Testing (UAT), dry runs, and go-live activities.

Experience
Proven hands-on experience managing multiple projects within a programme environment. Strong familiarity with local government processes and governance procedures. Experience working confidently with internal and external stakeholders. Knowledge of social care case management systems is highly desirable.

Excellent project management skills with proficiency in planning, organisation, and control of complex activities across multiple concurrent workstreams. Strong analytical skills, numeracy, and attention to detail. Collaborative and solution-focused approach to problem solving. Ability to engage credibly with technical specialists and understand technical delivery lifecycles. Effective senior stakeholder management skills and ability to deputise for programme manager when required.
Qualifications
A recognised project or programme management qualification is essential.
