About the Role
Hackney Council is seeking a skilled Policy & Employee Relations / Change Consultant to join the Chief Executive Directorate on an 18-month fixed term contract or secondment. This role offers a unique opportunity to contribute to the Workforce Transformation Programme in one of London's most dynamic and diverse boroughs. You will deliver professional Human Resources advisory and policy services, providing expert employee relations advice and change management guidance to managers and leaders. Your work will support the council’s mission to be open, inclusive, ambitious, pioneering, proactive, and proud, helping to shape a workforce that reflects these values.
As a Change Consultant, you will lead on employee relations matters including grievance, disciplinary, absence management, performance, TUPE, and redundancy. You will advise and support management through formal processes, liaise with trade unions, and assist in hearings or tribunals. You will also work collaboratively across HR to deliver strategic projects and continuously improve people management policies and procedures. Experience
- Proven experience advising and supporting managers through change processes and a wide range of operational HR and employee relations matters.
- Strong knowledge of current employment legislation, policies, and procedures with the ability to provide practical, solution-focused advice.
- Experience working with trade unions in a highly unionised environment and understanding of Local Government/Public Sector terms and conditions is desirable.
- Ability to build and maintain strong collaborative relationships with management at all levels.

Qualifications
- No mandatory qualifications required.
- Good generalist HR and/or employee law knowledge is essential.
- Membership of the Chartered Institute of Personnel and Development (CIPD) or equivalent is desirable but not essential.
