About the Role
Costain is delivering the HS2 Rail Systems Tunnel and Lineside Mechanical and Electrical Systems works for HS2 (HRS02), across the entire HS2 route. The scope includes the design, supply, manufacture, installation, testing and commissioning of tunnel and lineside M&E systems, including tunnel ventilation, LV power distribution, safety and security systems within shafts, tunnels and cross-passages. We are seeking a Procurement and Supply Chain Manager to join the HRS02 team to lead the procurement of key mechanical and electrical packages through competitive tender routes, from strategy and market engagement through to contract award and ongoing supplier management.

Key responsibilities include leading and supporting procurement activities across HRS02 M&E packages, collaborating with project, commercial and engineering teams to align procurement strategy with programme requirements. You will develop and issue ITT documentation, manage competitive tender processes, structure and negotiate commercial and contractual terms under NEC3 ECC, and support procurement governance activities including Costain gate reviews and HS2 subcontract acceptance. Building and maintaining strong supplier relationships to ensure competitive, high-quality and reliable delivery is essential.

Additionally, you will enable the drive towards Environmental, Social and Governance (ESG) objectives, including local SME engagement, delivering social impact, and supporting Net Zero initiatives.

Requirements

Experience
- Significant experience in a similar procurement and supply chain management role.
- Extensive knowledge of supply chain management and procurement within the construction industry.
- Experience in collaborative working, innovation implementation, and leading supply chain engagement.
- Familiarity with NEC forms of contract and experience negotiating NEC3/NEC4 subcontracts.
- Strong analytical skills for numerical and clarification assessments.
- Experience developing and implementing ESG and social value policies.
- Basic carbon literacy and awareness of ISO20400 Sustainable Procurement Guidance.
- Excellent Microsoft Office proficiency.
- Highly commercial with strong numerical, financial and data analysis skills.

Qualifications
- Essential: Member of the Chartered Institute of Procurement & Supply (minimum level 5).
- Desirable: Bachelor’s degree in Supply Chain Management, Business Administration or related field.
- Other accredited certifications in procurement or supply chain management are advantageous.

Desirable Additional Skills and Knowledge
- Knowledge of infrastructure industry procurement and supply chain operations.
- Experience working within a matrix organisation with influencing skills at all levels.
- Familiarity with Costain procurement and supply chain management systems.
- Experience with procurement software such as SourceDogg, eJAGGAER, Arriba or similar.
- Experience with Framework projects and associated procurement practices.
- Advanced expertise in ISO20400 with proven sustainable supply chain outcomes.
- ISO 44001 experience or equivalent with Strategic Supply Chain Partners.
- Understanding of Project 13 principles.
