About the Role
The Ministry of Justice (MoJ) Commercial directorate manages one of the largest and most complex spending profiles in central government, coordinating procurement and contract management across the department, its agencies, and non-departmental public bodies. The Senior Systems Manager role is a high-impact position within the Commercial Operating Centre, responsible for leading the development and management of the department’s Purchase to Pay (P2P) and Source to Pay (S2P) systems strategy.

This role requires strong leadership skills and expert knowledge of P2P processes and systems. You will lead a team to ensure P2P processes are supported, maintained, and continuously improved to meet business objectives. You will work closely with senior stakeholders, including Directors, Deputy Directors, suppliers, and other government bodies, to develop and implement transactional strategies that enhance ordering and payment efficiency.

Key responsibilities include supporting future S2P system developments, leading policy implementation, driving adoption of systems such as Basware eMarketplace, managing low-value transactional strategies, acting as the Global P2P process owner for MoJ, overseeing supplier setup and maintenance processes, and sponsoring spend reporting and analysis solutions. You will also develop ongoing P2P support services and guidance to ensure alignment with business needs and government standards.

This role offers the opportunity to influence and shape the MoJ’s commercial systems landscape, contributing to efficiency, cost savings, and improved supplier relationships across the department.

Experience
- Leading and motivating a multi-functional P2P team
- Strong understanding of P2P processes and industry standard practices, including government global design principles
- Knowledge of commercial processes and Source to Contract systems and their integration with P2P
- Understanding of finance processes and principles related to P2P
- Experience in P2P process ownership and improvement within large organisations
- Proven ability to lead development of reporting and insight from large datasets
- Skilled in coaching and developing individuals to maximise their potential
- Effective networking and relationship-building skills with internal and external stakeholders

You take a holistic approach to process and system improvements and are comfortable working in a complex, multi-stakeholder environment. You are proactive in driving change, delivering results, and fostering collaboration across teams and organisations. Experience leading geographically dispersed teams and working across multiple locations is desirable.

Qualifications
