We are seeking an experienced and proactive Planning and Performance Service Manager to join the Chief Operating Officer’s directorate. This pivotal role offers the opportunity to lead and influence the Trust’s performance and pathway improvement agenda across Planned Care services. You will work closely with clinical and operational leaders to develop, implement, and embed systems and processes that strengthen data quality, improve pathway management, and drive sustainable performance outcomes.

A key responsibility is leading the Pathway Improvement Programme, supporting measurable improvement objectives and ensuring accurate and timely reporting of access targets. The role also involves identifying performance risks, analysing their impact, and supporting early intervention to mitigate operational and data quality risks. You will collaborate with internal and external stakeholders to manage interdependencies and support business planning within the Planning and Performance and wider COO teams.

Requirements

Experience
- Proven expertise in performance management within an acute healthcare setting.
- Strong track record in service improvement and project/programme delivery.
- Experience of clinical operational service management within the NHS.
- Knowledge of Payment by Results and commissioning/provision of healthcare services in acute and/or community settings.
- Competence in negotiation skills.
- Experience working with new concepts across the public sector and introducing measurable objectives.
- Experience of information systems implementation.
- Ability to analyse and interpret complex data and present findings to diverse audiences.

About you
- Effective people and project management skills.
- Understanding and track record of successful change and project management.
- Excellent interpersonal, communication (written, oral, presentation, facilitation), networking, and negotiation skills.
- Strong organisational skills with the ability to prioritise, meet deadlines, and delegate effectively.
- Ability to find innovative solutions to problems.
- IT literate, including competency in MS Office programs, particularly Excel.
- Ability to work flexibly and prioritise in response to changing demands.
- Motivating and coaching skills to lead administrative and clerical team members.

Qualifications
- Educated to degree level or equivalent knowledge, skills, and experience.
- Evidence of recent Continuing Professional Development.
- Masters degree or demonstrable ability to work at Masters level.
- Knowledge and understanding of the changing NHS environment is desirable.
